Registering for and Accessing Government Funds
A growing organization needing help with the USAID registration process and locating increased program funding came to TCR for assistance. TCR not only guided the client
through the registration process, but also helped it secure new government funds to support its programs. This new financial flexibility enabled the client to devote
private unrestricted donations to other organizational and programmatic needs.

A technical consortium in search of new partners and consortia activities, in the US and overseas, came to TCR for direction. TCR was able to
connect the consortium with like-minded organizations and Washington contacts having complementary goals. As a result, the consortium was introduced
to new program opportunities and funding avenues--advancing both its public image and its viability as a contributor in international development.
Expanding Organizational Focus and Funding Potential
An established international organization experienced in emergency relief needed help with new long-term development programs. TCR was able
to assist with a strategic planning and grant writing campaign, which leveraged existing skills and past success, to build partnerships and programs with
developmental funding. As a result, the organization now has greater recognition as a development agency and more financial support from a
wider range of sources.
Addressing Personnel Needs and Organizational Capacity
Several organizations have approached TCR requesting help in identifying personnel for short and long term staffing needs in the US
and overseas. TCR has been able to find candidates matching skill and salary requirements,
screen and interview candidates, and advise on employment options. As a result, preliminary employment negotiations were conducted with minimal time invested from the client organizations,
and overall staffing strength was enhanced.
Strategic and Program Planning
A moderately sized international non-profit organization needed help in planning future program concentrations and how to meet
funding needs. TCR assisted with an on-site planning effort which established priorities, identified staffing needs, developed a
fundraising strategy and two-year operational plan. TCR has continued to advise
the organization's leadership during plan implementation.
Washington Representation
A TCR nonprofit client required assistance in dealing with an
Executive Branch Agency on the interpretation and implementation of a
recently enacted law that had the potential to benefit the client with
new grant funding. TCR's contacts and reputation with the agency helped
the client develop initial contacts with agency staff and build a
lasting relationship. TCR was also able to assist in developing initial
funding proposals under the new legislation, resulting in grant awards
to the client on a regular basis. As a result, the client was able to
better define its existing programs according to Washington standards,
improve its overall mission and gain access to increased government
financial support.
Streamlining USAID Food Assistance Programs
When the US Agency For International Development
needed prompt results and special expertise to respond to a Congressional
directive to "streamline" its $1.2 Billion international food asistance
program, it turned to TCR for help. USAID was well aware of TCR's
knowledge of the program and its familiarity with Agency systems and
Congressional reporting requirements. With a very tight deadline, TCR,
working with ERG Inc., undertook a massive analysis of the program's structure,
activities, funding processes and management. The result was an unprecedented
report and action plan for USAID's top management--detailing changes that
were required, what would be necessary to acheive those changes and a timetable
for doing so. The credibility and thoroughness of the TCR/ERG effort was such
that USAID immediately began to make the changes and has committed itself,

Matching Organizational Expertise
TCR facilitated the combination of two organizations interested in responding to a multi-million dollar request for proposals in the health and medical field. As a result of the combined expertise of both organizations, their proposal was successful.
Assisting With Food Aid Proposal Writing And Requests For Shipping Funds
Organizations interested in participating in U.S. government food aid and freight reimbursement programs often turn to TCR for assistance in proposal writing and research. This knowledge of all USDA and USAID commodity programs has resulted in considerable client success in submitting proposals for these programs. Successful proposals have generated millions of dollars in resources for client programs in Africa, Asia, Latin America and the former Soviet Union.
